FSBBALL OFFICIAL RULES
These Rules Are For All Levels

NOTE: If a dispute arises with a referee about a rule or procedures, do not get into a verbal altercation with them. The first step you should take is to show them the rules, if that does not resolve the situation, then get their name or names and email me (Lewis Gruppo – mtmosher@ptd.net) and explain the details of the dispute and we as a league will address the issue with the refs.

 

ALL PIAA RULES APPLY EXCEPT THE FOLLOWING:

1.   Home team must supply the clock operator and is responsible for the book. The clock operator must be a responsible individual and know what they are doing.

2.   If no official(s) show up for a scheduled game, the game will not be played.  If one official is present, game will be played.

3.   There is a Five (5) minute Grace Period after the scheduled start time for players to arrive and make a full squad of 5 players. In the event you have 5 players present the game will start on time with NO grace period. The grace period is in the event you do not have 5 players present

4.   Game Balls: 5th & 6th grade divisions (Boys & Girls) will use girls ball. Boys 7th thru Varsity will use regulation balls and girls use women’s ball. The officials will use game ball supplied by designated Home Team, unless ball is unsuitable, then official(s) will decide. Home team is responsible for game balls.

5.   Two 20-minute halves. Clock will stop for everything in the last two minutes of each half for all levels.

6.   Each team will receive four (4) - 30 second timeouts per game to be used 2 per half.  Only one of the time-outs can be carried over to the second half.  One additional time-out per (30 second) team will be give per overtime period.

7.   Half-Time will be 3 minutes.

8.   Overtime periods will be 2 minutes. A total of two (2) OT periods will be played.  If the game is tied after the second OT the game will go into a third OT which will be a sudden death period with the first team to score wins. NO TIES!

9.   Foul shots: “7” team fouls = bonus 1 and 1 “
10” team fouls = 2 shots. Exception: 
Player Control does apply, i.e., if an offensive team foul is committed when defense is in the bonus, no free throws are awarded.

10. Technical Fouls – Two shots will be awarded (with a stopped clock).
Note: Team who commits technical foul loses possession of ball.
Note:  If double technical is called (“T” from each team), goes to POI (point of interruption) and the possession arrow will dictate who gets possession of the ball when play resumes. No foul shots will be taken.
Note:  Any player receiving a technical foul for conduct reasons must sit out for the next “5” minutes (game time) on the bench next to his or her coach. They may NOT leave the playing area unless they are ejected for disapline.
Note:  Any player ejected from the game must remain on the bench, under the coach's direct control and oversight for the remainder of the game. Ejected player(s) may not leave the bench.  At the discretion of the official, player(s) may be required to leave the building.
Note: Intentional Fouls and or flagrant fouls will be counted as technical fouls and may result in ejection.

11. MERCY RULE - if a team is down by 30 points or more at any time in a game they are in the MERCY RULE and the clock will NOT stop and runs non-stop for the remainder of the game. This is regardless if the 30 point differential is in the 1st or 2nd half or if the score differential goes under the 30 points.

5th GRADE ADDITIONS

  1. Pressing – You are only allowed to press within the last three (3) minutes of a game if you are up by 10 or less points. The press must come off once you are leading by 11 or more points.

  2. Foul Shooting – The player MUST keep both feet behind the foul line when starting out shooting a foul shot. There will be NO line violations for crossing the foul line once they have taken the free-throw. The foul shooter is NOT ALLOWED to immediately crash the boards when shooting foul shots they must wait for the ball to hit the rim like everyone else. This is the trade off for no line violations. First violation of crashing the boards for the rebound is a warning – second violation is a lane violation and the shot will not count.

  3. Both 5th & 6th grade boys and girls will use the smaller 28.5 ball. NO exceptions!! Home team is responsible for game ball

GENERAL RULES:

1.   Please encourage your players to be at Forks Community Center 15 minutes prior to your game start time. Read grace period rule above to understand why we request this. We must and will run on time.

2.   Never remove a team from the floor prior to end of the game without referee approval.

3.   A player can’t play for two different teams in the same division. A player can play on multiple teams but each team must be up a division, not in the same division and never down a division.

Example
: A player is going into 7th grade in September so they would be in the 7th grade division. Now this player can also play for an 8th grade team and above and be within the rules. They would be in violation of the rules if they played in the 7th grade division and then tried to play in the 6th grade division.

4.   Timekeepers and scorekeepers must be a responsible person who understands and knows what they are doing. Please see rule #1 in the first section.

TEAM REQUIREMENTS:

1.   You MUST put your roster online. Go to http://www.fsbball.org/hoopsv12/ and log into your teams page and hit “add player” on the left. Enter the info for each player. If you need help doing it download the documents at http://www.fsbball.org/intropage.doc for instructions

2.   Jersey’s must be same color.

3.   Each Jersey must have a number on the back.

4.   Every player must have their own jersey. Two players may NOT share a jersey.

5.   Player’s jersey number must match what is on the roster and in the book.

6.   Roster Forms are on the Web Site in the team’s page, but we suggest you keep one with you at all times in the event a dispute arises.

7.   Please go on line, and put your roster on your webpage once you have done this the roster will be visible. One word of caution and that is the number on the uniform must match what is on the roster and the numbers are a requirement for entering a player on the roster online.

8.   Scores are to be reported by the Winning Team within 48 hours after the game is played on line at the web site: http://www.fsbball.org/hoopsv12/index.php. Go to your team page and log in and edit the game and score. Submit score of both teams and Hi-scorer of both teams. If the winning team does not submit this information the winning team will be charged with a tie instead of a win.

9.   Please take the one (1) extra minute to get the name of the other teams high-scorer (do not report just number) as their name will go in the paper also. NOTE: This season the numbers will be posted along with the player on the online roster so find the number and click on it and you will get the players name.

10. Players can not play on 2 teams in the same division and can’t play down a division. See #3 in General Rules

CONDUCT:

  1. Players are expected to exhibit good sportsmanship at all times. Profanity roughhouse tactics or displays of temper will not be tolerated. Officials may, at their discretion, eject a player from the game for just cause.

  2. Any player ejected from a game for disciplinary reasons will be suspended from the next game played and will not be permitted to attend said game in any manner.  Violation of this rule will result in forfeiture of that game.

  3. Any player ejected from a second game during the summer league for disciplinary reasons will be suspended from FSBBALL for the balance of the season, including the playoffs

  4. Any fan who steps onto the court to verbally or physically assault a referee, coach, or player before the game, during the course of a game or after the game will result in an automatic forfeiture of the game to the opposing team as well as the Forks Township Police WILL BE CALLED.

  5. Coaches are expected to exhibit good sportsmanship at all times and present a good example to their players. Profanity, roughhouse tactics, intimidation of officials or displays of temper will not be tolerated.

  6. Any coach or assistant ejected from a game must leave the building immediately. Any delay will result in a team technical and if asked or told again will result in forfeiture of the game.

  7. Any coach who accumulates four (4) technical fouls during the course of the summer will be suspended from coaching in the league for the season, including the playoffs.

  8. Any communication by a coach, which insinuates physical violence against a referee, opposing coach, player, or fan, will result in permanent dismissal from league participation as well as the Police WILL BE CALLED.

  9. Any coach or assistant ejected from a game for disciplinary reasons will be suspended from their next game played and will not be permitted to attend or be physically present inside the gym or locker room during that game.  Violation of this rule will result in forfeiture of the game.

  10. Any coach or assistant ejected from a second game during the playing year for disciplinary reasons will be suspended from the FSBBALL for the balance of the season, including playoffs.  Violation of this rule will result in forfeiture of any games, including playoff games.

If a dispute arises at any time during the course of a game or afterwards, the best course of action to take is to get the names of all the individuals and or referees involved and turn in a review or protest request for FSBBALL (Jay, Matt and/or Lewis) and we will convene all parties to have a sit down with Jay. Jay will hear all the facts of the complaint and make a decision based on said facts. Jay is a very fair man and will render a fair verdict that everyone will surely be happy with. Sometimes just getting people together away from the heat of battle is enough to have the situation work it out. 

Coaches please remind your players and parents that this is a summer league. You are here to try and improve your team for the upcoming season and most importantly, HAVE FUN. FSBBALL has never had any major and very little minor problems over the 14 seasons we have been here and we would like to keep it that way, so please do your part.
